Pocket hole joinery is a woodworking technique that entails drilling a 15-degree angle (or thereabouts) into a piece of wood. Clamp on the jig and drill the pocket hole. Break testing the heavy duty shelf brackets I made, also testing similar brackets using screws from the back, and using pocket holes. On the other piece, glue the end grain and holes, force the pieces together, and clamp until dry. What you need to do to achieve this one is to butt the pieces and mark the dowel positions accordingly. Position the doweling jig over the top of the mark and start drilling your holes. This jig allows you to drill pocket holes at the correct angle and to the correct depth. On the front of the shelves a 1"x2" strip pocket screwed and glued would add strength for the weight of the books.
